John has developed his leadership skills and passion for service to community when he was appointed to the Village of Madison Police Department in April 2002. John went on to be named an Auxiliary Team Leader and Team Facilitator responsible for Auxiliary Team Development and Community Outreach. Through these efforts, several officers who started with the Auxiliary Team went on to part-time and full-time positions with the Village of Madison Police Department and other agencies. Most notably, John’s exemplary efforts were noted in 2003 when John was named Police Officer of the Year for the Village of Madison Police Department. This was the first time in the history of the Village of Madison Police Department that Auxiliary Officer of the Year and Police Officer of the Year were combined and given to one worthy individual. John concluded his active law enforcement activities with the Village of Madison Police Department in December 2006 when John “retired” from the department to focus on his elected service as a member of the Village of Madison Council.

John’s years of service and regular interactions with various levels of government led John to seek elected office to the Village of Madison Council in 2005. The decision to seek elected service was not one that was arrived at lightly. John employed his skills as a critical thinker and systems analyst to study and review the “Village condition” and by communicating with community stakeholders developed a goal oriented three-part path to directly address and give John a strong grip on the issues facing the Village of Madison. The three-part path included keeping the citizens of Madison Village informed, budgetary responsibility and community development. With overwhelming community support, John achieved his goal of elected service by being elected to the Village of Madison Council in November 2005 and being sworn into office in January 2006.

During John’s first term in office, John kept to his word by keeping the citizens informed of issues and events relative to the community. John achieved this through encouraging direct involvement of citizens at public meetings, through the effective use of the Village’s website and by media participation. John has researched the Village’s financial situation and emphasized an ongoing practice of spending within the Village’s means. John has worked closely with the Village Fiscal Officer. John has used his skill as an analyst and investigator to find and understand answers to tough questions. John has continued to work tirelessly to establish a clear development path for the Village of Madison. John has accomplished this by seeking support from both Village residents and the business community. Emphasis has been placed on promoting a business friendly atmosphere that will be responsive to the needs of the Madison Village residents. John’s efforts led the way to establish an Economic Development Committee during his first year on Council to facilitate and promote a positive and proactive environment.

Believing John still had much to contribute to the Village of Madison, he sought and achieved re-election in November 2009 being sworn into his second term in January 2010. John has continued as an exceptional communicator and problem solver, ever mindful of the need to represent all interests equally. John has continued with his third appointment as President of Council, serving four of his six years on Council is this role. John has served on various committees, advisory groups and boards, such as Budget Committee, Safety Advisory Group, Utilities Advisory Group, School Liaison Advisory Group, Township Liaison Advisory Group, Madison Recreational District Board, Safety Communications Panel, and Website Enhancement Panel.

John continues to demonstrate that with fervency and zeal, commitment and passion, fair and equitable solutions to community concerns can be conceived and fairly employed for the benefit of all. Service to community is not a concept; it truly is a way of life.
